Biography

The U.S. Lighthouse Establishment was created in 1789 by Congress which provided that the states turn over their lighthouses to the central government. Aids to navigation, including lighthouses, became the responsibility of the Secretary of the Treasury. At various times the responsibility switched between the Treasury and the Commissioner of Revenue. In 1852 Congress passed legislation to establish a U.S. Light-House Board. Over its 58 years of service, the U.S. Light-House Board accomplished all it set out to do, both in terms of personnel and aids to navigation. The Board had presided over an enormous increase in numbers of aids. By 1910 there were 11,713 aids to navigation of all types in the country. At this time, the Board had become cumbersome, and Congress wanting to give a civilian aura to the administration of aids to navigation, abolished the U.S. Light-House Board and created the Bureau of Lighthouses under the Department of Commerce. The legislation authorizing this step referred to the bureau as the Lighthouse Service, and it is better known by that name.
